The rats were just the demonstration. The Pied Piper is a dark folklore villain built for fey manipulation arcs, contracts-gone-wrong storylines, and campaigns where the most dangerous entity is the one holding a debt over an entire community. Use them as a fey contractor whose terms the town failed to honor, the mysterious musician the party keeps encountering before children start disappearing, or the villain who gives the party a very clear look at what happens when deals with fey creatures are not taken seriously.
